How PR Seat Allocation Works

Nepal's proportional system

1 — Cast Your PR Vote

Each voter gets two ballot papers. The second is for a political party. This determines PR seat distribution nationally.

2 — 3% Threshold

Only parties receiving ≥ 3% of valid PR votes qualify as National Parties and receive proportional seats. Parties below 3% get zero PR seats.

3 — Webster Method

The 110 PR seats are allocated using the Webster/Sainte-Laguë method with first divisor 1.4 — making it slightly harder for the smallest qualifying parties.

4 — Inclusivity Quota

Each party's PR list must guarantee representation of women, Dalits, Janajatis, Madhesis, Tharus, Muslims, and other groups per Art. 84 of the Constitution.

⚠️ New entrants to watch in 2082: Ujyalo Nepal Party (Kulman Ghising), Shram Sanskriti Party (Harka Sampang), and the merged Nepali Communist Party's PR share are all uncertain. Any party near the 3% line faces a threshold cliff — missing it means zero PR seats regardless of FPTP performance.
